Frederick Shwartz, in his book The Werkbund, even argued that the exhibitions and publications at the turn of the century prepared the way for the more radical innovations of the twenties by developing values and desires that those projects then fulfilled, while the post-war discourse seemed to lack the success of this earlier period in relating a system of values that would create a context for new architecture.
